Ginny Ehrlich, D. Ed, MPH, MS

Board Member

Ginny is a nationally known leader who is accomplished in solving complex social challenges at scale and fostering partnerships of great purpose across the public, private and nonprofit sectors. Currently, Ginny serves as CEO of Bright Pink, an organization saving lives from breast and ovarian cancer by empowering women to know their risk and manage their health proactively. Prior to that, Ginny served as the CEO at Power to Decide, the campaign to prevent unplanned pregnancy, where she grew the reach of Bedsider, Power to Decide’s signature digital tool, to more than 8 million annual users. Prior to taking the helm at Power to Decide, Ginny directed the childhood obesity prevention portfolio at the Robert Wood Johnson Foundation, and led the Foundation’s $1 billion effort to ensure all children grow up at a healthy weight. Previously, Ginny spent eight years at the Clinton Foundation, where she served as the Founding CEO of the Clinton Health Matters Initiative, focused on reducing preventable health outcomes and closing health inequity gaps across the United States, and the long-time CEO of the Alliance for a Healthier Generation. During her tenure at the Alliance for a Healthier Generation, Ginny positioned the organization as a national leader on preventing childhood obesity and started what is now the nation’s largest school-based obesity prevention program, active in more than 30,000 schools in all 50 states.

Scott Nevins

Board Member

Scott Nevins is an award winning host, TV/Radio personality, writer, comedian, entertainment/ political news contributor, LGBTQ & HIV awareness activist, and producer. Best known for being one of the breakout stars and original cast members of Bravo TV’s series “The People’s Couch”, and formally from truTV’s hit show “truTV Presents: World’s Dumbest...”, Scott has performed his acclaimed solo shows to sold-out audiences around the country, worked with some of the industry’s biggest names, and has appeared on national TV on NBC, FOX, Bravo, CNN, CNN International, HLN, truTV, and LOGO, to name a few. For several years he was the cohost of “The Ann Walker Show with Scott Nevins” (Universal Broadcasting Network), served as a fill-in Host on Sirius Satellite Radio and KNews Radio, and most recently, as a political/entertainment contributor for NewNowNext. Scott has hosted hundreds of live events, and has produced or appeared in a long list of fundraisers for some of the nation's biggest organizations. Every Holiday season, Scott proudly produces and hosts his own yearly, musical fundraiser, “SPARKLE: An All-Star Holiday Concert”. 

Scott was chosen as an honoree for OUT Magazine's prestigious OUT100 list, and is the recipient of the Out There Award and the Silver ADDY Award (from the American Advertising Federation) for his work as an LGBTQ and HIV Awareness Activist. He was chosen by New York Magazine in their ‘Best of New York’ issue, and has appeared as the cover story for INSTINCT magazine.

Born and raised in Queens, New York, Scott now resides in Los Angeles, and Palm Springs, CA, with his partner, Philip, and is a proud godfather and Uncle to Ozzie, Juniper and Ace.

Carolyn Caldwell

Board Member

Carolyn Caldwell is president and chief executive officer of St. Mary Medical Center, Long Beach since June 2017.

Caldwell has 20 years of executive hospital leadership and more than 30 years of health experience.  Caldwell was Desert Regional Medical Center's (Tenet) executive officer prior to joining St. Mary.

Additionally, Caldwell is an American College of Healthcare Executives fellow. She received a master's in health care administration from Texas Women's University and spent 12 years in clinical services, as well as a bachelor's in zoology and chemistry.

CJ Tobe, MA

Chief of Community Health

CJ Tobe is our Chief of Community Health & Sexual Wellness. He has dedicated his career in community health to eliminating barriers and improving access to health care and social support services for those living with and/or at risk for HIV/STIs. CJ joined DAP Health in 2015 as a medical case manager and has advanced through roles in clinic case management, prevention programs management, and community health program management.

In his current position, and as part of DAP Health’s Leadership Team, CJ oversees the operations of our Sexual Wellness Clinics where clients can receive free HIV/STI testing/treatment, Rapid Start ART, and PrEP/PEP services. CJ's professional, academic, and life experience has motivated him to spearhead DAP Health’s expansion of sexual wellness services. Some of his innovations have included eliminating cost barriers, along with expanding the access to testing and linkage to care through licensing a mobile testing clinic and opening our second Sexual Wellness Clinic in Indio, the first two new sites to offer clinical services in nearly 40 years.

CJ is also the Project Director at DAP Health for the HRSA Special Projects of National Significance Rapid Start ART initiative, one of 10 grant-funded implementation sites in the U.S. Other new services developed and implemented by CJ include a California-certified, mobile harm-reduction program, a self-HIV testing program, a home delivery program, a Tracfone program, as well as a statewide virtual PrEP program through a partnership with MISTR.

Before joining DAP Health, CJ worked as a Medical Case Manager and Prevention Services Coordinator for Colorado Health Network in Grand Junction. He helped broaden and manage a state-funded, legal syringe exchange program, and he expanded the men’s HIV prevention program. Thanks in part to his efforts, the MPower Colorado program expanded into three additional counties, raising public awareness about HIV prevention and linkage to care. This life-changing program was also integrated at Transcend, the area’s transgender, non-binary, and cross-dressing advocacy organization.

CJ’s commitment to homeless advocacy grew as he served on the board of Grand Valley Peace & Justice, a social justice and support organization serving the Grand Junction, Colorado area. He furthered his efforts by serving on the board of Western Slope National Alliance on Mental Illness (NAMI).

C.J. holds a Bachelor of Arts, History from Arizona State University, and a Master of Arts in Organizational Leadership from Gonzaga University in Spokane, Washington.

He was born and raised in Ohio but loves calling the Coachella Valley home. He believes health care is a human right, and his favorite thing about DAP Health is the organization’s history and how it continues to leverage its experience to respond to today's community needs.

Noe Lopez

Physician Assistant, MHS, PA-C

Noe's daily interactions with DAP Health patients include taking their medical histories, conducting physical exams, ordering and interpreting tests, diagnosing and treating disease, and providing preventative health counseling. He has a natural ability to build rapport with patients and families. His patients find him approachable and relatable and they know that their concerns are being heard and that he will continue to follow up and address any future health issues on subsequent visits.

Prior to joining DAP Health in 2018, Noe was Physician Assistant, Internal Medicine for the Immigration and Customs Enforcement Medical Facility in San Diego where, among his many responsibilities, he provided medical services to a culturally diverse population of patients who were mainly foreign-born and had varying cultural and religious practices. He also managed acute and chronic illnesses in the adult and geriatric population and provided appropriate follow-up care, as well as managed transgender care including initial workup and hormone replacement therapy.

Noe has also been a Physician Assistant for a number of other organizations including Salud Digna Medical Clinic in Los Angeles; Family Medicine Residency Clinic in Fort Hood Killeen, Texas; and Samaritana Medical Clinic, also in Los Angeles. In addition, has been a member of the American Academy of Physician Assistants and California Academy of Physician Assistants

DAP Health clinicians, including Noe, provide the latest HIV/AIDS treatments in a safe, judgement free environment. They are skilled in working with LGBTQ+ individuals to craft treatments that work and enhance their patients' quality of life. Services includes HIV testing; STI screening; linkage to care; HIV medications, including antiretrovirals, PEP and PrEP; patient education; mental health services; dental services; and more.
