DAP Receives Emergency Grant from Direct Relief to Bolster the Healthcare Safety Net in the Coachella Valley

DAP is so thankful for the recent infusion of $50,000 in emergency grant funding from the medical aid organization Direct Relief, in partnership with the National Association of Community Health Centers.

DAP was among 518 federally qualified health centers to receive funding through Direct Relief’s $25 million Covid-19 Fund for Community Health, which recognizes the profound effects of the Covid-19 pandemic on the finances, services, staff, and patients of community health centers.

DAP will use the funds to continue operating its COVID-19 Triage Clinic in Palm Springs.

“Access to primary care is what keeps people healthy and out of the hospital, and the frontline work of DAP and other nonprofit community health centers across the U.S. is more critical than ever with the onset of Covid-19,” said Direct Relief President and CEO Thomas Tighe. “Direct Relief is doing everything possible to bolster the work and support the staffs at the safety-net health facilities on which so many patients and their families rely for excellent care and trust for advice in this public health emergency.”

Nearly 30 million (1 in 12) of the country’s most vulnerable residents -- including 1 in 3 individuals living in poverty, 1 in 5 Medicaid beneficiaries, -- rely on federally qualified health centers like DAP for their health care. That number is expected to rise as more people lose employer-sponsored insurance.

“We are grateful for this critical and immediate support as Community Health Centers work hard to keep communities safe during an unprecedented pandemic,” said Tom Van Coverden, President & CEO of the National Association of Community Health Centers (NACHC). “We are also deeply appreciative of our longstanding partnership with Direct Relief in these uncertain times and their efforts to ensure that health centers confronting multiple challenges in underserved communities have the resources when and where they need them. We know that many donors and contributors have helped to make this fund possible, and we further extend our appreciation to all of them.”

Where: James O. Jessie Desert Highland Unity Center 480 W Tramview Rd, Palm Springs, CA 92262

This Thursday, DAP will be providing no-charge asymptomatic COVID-19 antibody testing and educational materials to the public during FIND’s free Community Mobile Market food distribution at the James O. Jessie Desert Highland Unity Center. This testing will take place from inside the DAP Mobile Testing Van.

DAP is committed to offering COVID-19 rapid antibody testing to our community, especially people facing financial challenges during this time. Our team will also be able to talk to anyone about our One Call program. This service helps people into insurance enrollment and healthcare services by making just one phone call to DAP at (760) 992-0426.

The COVID-19 pandemic has exposed gaps in healthcare access in the United States. CDC data shows that the death rates among Black and LatinX people are much higher than for white people, in all age categories.

According to CDC data, Black Americans account for a higher proportion of new HIV diagnoses and people with HIV, compared to other races and ethnicities. In 2018, Black Americans accounted for 13% of the US population, but 42% of the 37,832 new HIV diagnoses in the United States and dependent areas.

For anyone interested, free HIV and HCV testing will also be available from DAP staff at that location that day. Community members who are unable to attend the June 25 event are encouraged to call DAP's COVID-19 Triage Clinic hotline to schedule a test by calling (760) 992-0407.

FIND Food Bank distributes food the 2nd and 4th Thursday of the month at the James O. Jessie Desert Highland Unity Center. DAP typically provides HIV and HCV testing at this venue, and regularly partners with FIND for the health of the community. Read more about FIND Food Bank here.

Accessing healthy food in the Desert Highland Neighborhood has always been a challenge for residents. But after public outcry and a supporting health study by Loma Linda University Health and Desert Health Care District, providing nutritious options for people there has become top-of-mind for local leadership and community organizations. Hurdles Accessing Enough Food

Food Insecurity is an economic or social indicator of the health of the community with a direct correlation to poverty levels and poor health outcomes. At least 50% of our clients receive Supplementary Security Income, based on disability, which renders them ineligible for the CalFresh food "stamp" program. Other clients who are eligible for Cal-Fresh receive $16-$30 per month; amounts that are insufficient to fully alleviate food insecurity. Since DAP's founding, food assistance has been a vital component of our integrated approach to service delivery, based on the Chronic Care Model, a system of care that emphasizes patient self-management skills, and the Patient-Centered Medical Home model, which facilitates partnerships between patients and their healthcare providers.

DAP has provided continuous primary healthcare to its patients throughout this health crisis and embraced the new normal to open its doors wider. Telehealth is making everyone safer by giving patients the power to choose between an in-person doctor visit or a Virtual Visit. The fight to end HIV in the Coachella Valley hasn’t taken a break, either. DAP has made free HIV home-testing by mail available for anyone who can’t come to the DAP campus for testing. And counselors quickly turned to Virtual Visits when it became clear they could continue offering access to HIV and STI prevention, testing, and treatment in the face of a crisis.

DAP to FDA: Let Gay Men Donate Blood Now

Archaic FDA Ban Locks DAP Doctor Out Of Promising Plasma Study for COVID-19

Palm Springs, CA –May 8, 2020-- After he fully recovered from the same disease, the physician leading DAP’s COVID-19 Clinic is being blocked from participating in a groundbreaking plasma study that could help save his patients. An outdated FDA regulation left over from the worst days of the AIDS crisis still prevents gay men from donating blood at a time when national supplies are dangerously low, due to the Coronavirus pandemic.

DAP calls on the Food and Drug Administration (FDA) to end this wasteful and unscientific ban that is based on old fears and outdated testing algorithms. Doing so poses no threat to the nation’s blood supply, but it would help replenish today’s dangerously low reserves across the U.S. and reverse decades old discrimination policy.

Symptoms are different for everyone suffering with the virus. Dr. Christopher Foltz says he did not have the respiratory complaints or typical cold or flu symptoms. He described feeling very “off” with extreme fatigue, and chills but no fever. He got tested, and the symptoms went away. When he got a positive test result the next day, he was already feeling back to normal.

“I consider myself extremely lucky that I had such a mild case of COVID-19, which for many is not the case,” said Dr. Foltz.

Dr. Foltz believes he was exposed after visiting friends who had recently traveled internationally and does not believe he got it through community spread or at the clinic.

“Being a healthcare worker, and with such mild symptoms, I was very fortunate to recover so quickly and only be out of work for 7 days to complete quarantine.”

Patients who have recovered from COVID-19 may have immune-boosting antibodies in their plasma; that plasma—called “COVID-19 convalescent plasma”—could be used to treat critically ill COVID-19 patients. The treatment is not proven but may have some impact in preliminary studies. (Click here to learn more about the LifeStream Convalescent Plasma Program)

“As soon as plasma donation became promising, which was right during my recovery, I knew I wanted to donate,” said Dr. Foltz. “And the fact I was an infectious diseases doctor on the frontlines just made it all the more perfect.”

Dr. Foltz’s Kansas City, (KS) roots and his background in microbiology, infectious diseases, and community health had led him to the Coachella Valley to serve a community that desperately needs him. He conceived of the COVID-19 Triage Clinic and launched it successfully, and also managed the validation testing for antibody tests. Plasma donorship would have rounded out his contribution to this pandemic’s demise nicely, but he was stopped.

“I applied for plasma donation only to find out that I was rejected because of the FDA regulations stating men who sleep with men can essentially not be donors for 12 months,” he said.

Despite all he had done to help his community, Dr. Foltz was being told the same old lie that LGBTQ people have been told everywhere: You are not enough. He knew better.

“Here I had the opportunity to potentially save a life and I was made to feel like something was intrinsically wrong with my blood,” said Dr. Christopher Foltz. “The other option was to lie about my medical and personal history, but the ethical physician in me just couldn’t do that.”

Current safety protocol throughout the United States for donated blood already requires stringent testing to ensure HIV and other infectious diseases do not make it into the supply, rendering the current ban utterly unnecessary.

“I cannot believe we are here in this day and age,” said Dr. Shubha Kerkar.  An Infectious Diseases specialist, she has been on the frontlines in the Coachella Valley for decades treating patients with HIV and AIDS, hepatitis C, and cancer. She keeps rounds at several local hospitals and offers specialized care at DAP with skilled management of her patients’ conditions.

Given that there is no scientific or even anecdotal justification to continue a ban on donating blood for men who have sex with men, according to Dr. Kerkar, only one explanation is left: homophobic discrimination.

“We have to call it what it is,” she said. “Why beat around the bush?”

Dr. Kerkar remembers from experience what it is like to watch the demise of her patients due to AIDS, speeded along by archaic and homophobic policies and attitudes that stalled meaningful advancements for treatments, and blocked access to medical care itself for people suffering most.

Until recently, there was a lifetime ban on donating blood if you were a man who had ever had sex with another man (yes, once in college counted). During the Obama Administration, the FDA modified it to a 12-month required abstinence, before lowering it again to a three-month abstinence period to donate blood recently.

Lowering the waiting period to three months might seem like progress, but it merely reinforces the homophobic dog whistle—any amount of gay sex, even between two long-term married men, creates a public health threat.

“As a humanitarian organization, DAP views this ban as a human rights violation,” said David Brinkman, DAP CEO. “No one should be denied from contributing to the wellbeing of their community in a time of crisis, including gay men.”

Those suffering from COVID-19 whose lives could be saved from convalescent plasma transfusion must be given every chance to access this therapy. The United States is suffering from a dangerous shortage of whole blood, necessary to make plasma.

Lifting this ban quite frankly will save lives.

DAP COVID-19 Triage Clinic

(760) 992-0407

(Palm Springs, CA) – May 4, 2020 – The COVID-19 Triage Clinic at Desert AIDS Project (DAP) is now offering testing to asymptomatic people who want to know if they are infected or have been exposed to Coronavirus. Until now testing was limited to people showing specific symptoms, although treatment was offered for upper and lower respiratory illnesses at the Clinic to everyone.

The COVID-19 Triage Clinic does not accept walk-ins.

An appointment is still required to access COVID-19 testing at DAP by calling (760) 992-0407.

The right testing based on possible exposure

For accuracy and reliability, DAP will administer testing based on the following criteria:

Antibody testing only: Asymptomatic individuals with 1) No symptoms of a cold or flu-like illness in the last 4 weeks. 2) No Laboratory confirmed contacts to anyone who tested positive to COVID-19 in the last 4 weeks.

Antibody testing + Diagnostic (swab) testing: Asymptomatic individuals who had symptoms or a confirmed exposure within the last 4 weeks.

The DAP Infectious Disease team validated the testing approach on a control group of DAP employees and clients over more than a week. Those tested had either tested positive for COVID-19 or were likely to be negative, without prior exposure, symptoms and a negative swab test.

Dr. Foltz says that four weeks is a longer period to review for client exposure when compared to other testing sites, but data shows antibodies can take longer than expected to form, and this window increases the accuracy of the test.

With this window, testers can make more informed decisions on whether to administer both tests, or just one.

It remains unproven if recovering from COVID-19 builds immunity.

Anyone who thinks they have COVID-19 is invited to call (760) 992-0407 for information and the opportunity to talk to DAP clinician, who will provide accurate and reliable information and offer next steps.

About the COVID-19 Clinic at DAP

DAP’s COVID-19 clinic is open to any community member experiencing symptoms, regardless of insurance coverage. With every visit to the COVID-19 Clinic, clients will be evaluated for multiple upper and lower respiratory diseases.

The process begins with a quick phone call to our COVID-19 hotline for assessment and scheduling. You must discuss your symptoms with a clinician by calling (760) 992-0407—they will advise you if you should come in for an appointment and will set it up for you.

We provide two appointment options for testing: drive-up testing or testing inside our clinic.  Your phone assessment will determine which option is right for you.

The COVID-19 Triage Clinic does not accept walk-ins.

The COVID-19 Clinic at DAP is the only clinic offering treatment for other respiratory illness that can present in a similar manner.

DAP Food Program Nourished With Grant fr …

DAP Food Program Nourished With Grant from Bank Of America

Palm Springs, CA – April 24, 2020 – As the Coronavirus creates unprecedented demand and challenges for our services, Desert AIDS Project (DAP) is deeply grateful for a $20,000 grant from Bank of America to help us provide continuous access to nutrition for our clients as we respond to COVID-19. This grant will help ensure our at-risk clients will continue receiving fresh produce and grocery vouchers from our Nutrition Program.

At a time when sources of financial support to fund healthy staples and fresh produce have dried up or remained flat due to the virus, this grant from Bank of America greatly supports DAP’s commitment to providing hunger relief in our community – providing approximately 30,000 meals to clients of DAP who are eligible for food distribution and grocery vouchers.

DAP was awarded this grant because it is working on the frontlines of the pandemic in our community, and the array of wrap-around services DAP offers its clients.

“DAP is thankful to Bank of America for supporting our programs that build community health through good nutrition in this crisis,” said Zayda Welden, director of Social Services. “Uninterrupted access to fresh produce and groceries means that our clients who are most at-risk can worry less about the basics, thanks to this kind help.”

Bank of America recently announced a $100 million commitment in support of communities facing unprecedented challenges related to the coronavirus pandemic.

“Now more than ever, we need to take care of one another. Thanks to the responsive leadership of incredible Coachella Valley nonprofits like Desert AIDS Project, we can together help address this health and humanitarian crisis,” said Al Arguello, Inland Empire market president, Bank of America.

By providing a comprehensive continuum of healthcare and social services, including Nutrition Services to support retention in care and adherence to medical treatment, DAP keeps clients connected to medical care, despite existing barriers or challenges that may arise.

About Our Clients

DAP serves vulnerable low-Income persons and families living below 200% of the Federal Poverty Level inclusive of all races, ethnicities, gender orientation, and sexual identity, in addition to low-income people living with and at risk for HIV/AIDS (PLWHA). Over one-third of DAP's patients/clients who are living with HIV are aged 50 years and older. DAP is well aware of the needs of clients and patients confronted by numerous complications of surviving long-term with HIV, including subsisting on fixed incomes.

DAP Innovates With HIV Self-Testing

DAP Innovates With HIV Self-Testing

Palm Springs, CA -- April 17, 2020 – Desert AIDS Project isn’t letting COVID-19 get in the way of HIV testing for those who need it at recovery centers and treatment facilities. Although social distancing measures have required Community Health personnel to cease in-person groups until further notice, an innovative approach by DAP will provide 500 HIV self-test kits to these facilities and treatment centers, preventing dangerous delays in HIV testing. These tests are grant-funded.

Counselors at recovery centers and treatment facilities in the Coachella Valley are accustomed to experts from DAP visiting them to conduct HIV testing, treatment, and education onsite for their clients.

For anyone seeking services at the DAP campus, HIV testing there remains completely safe and open during this health crisis. But self-HIV testing is also available for routine testers who do not want to come into public for their HIV testing.

Anyone interested in finding out more should call April Cruz, diagnostic testing and outreach manager at (760) 656-8425.

Follow up support and linkage to ongoing care with DAP is always offered to anyone testing positive for HIV.

The CDC recommends that offering HIV testing at recovery centers and treatment facilities is highly effective to identify HIV positive individuals who are unaware they are HIV positive, opening a crucial window of opportunity to link them to life saving care.

Without routine testing, we cannot end HIV in the Coachella Valley. But for people in residential recovery, or who are incarcerated, access to HIV testing during the COVID-19 crisis has largely stopped.

Combined with HIV education Zoom sessions, counselors from DAP will complement the self-HIV tests by making a connection that can inspire personal change in those who need it most.

Zoom meetings are being used to make sure DAP Community Health educators like Jose De La Cruz can still talk to groups and their counselors in a communal setting, encouraging them to consider their health and recovery, and then offering them practical tools to do so.

“I wanted to continue the work I’ve been doing for more than 25 years at DAP,” De La Cruz said. “At least for now, videoconferencing and self-swab is the most effective way we can keep helping people in recovery during COVID-19.”

People with substance abuse disorders or who misuse substances, people who trade sex for drugs, and people who have sex while intoxicated, are at high risk for becoming infected with HIV. (CDC)

According to De La Cruz, many entering these settings have never been tested for HIV.

More than half of Americans aged 18–64 have never been tested for HIV, which makes it more likely they will spread it to unsuspecting partners. Not knowing has other another pitfall; one in three Americans who test positive for HIV is tested too late to get the full advantage of treatment. (CDC)

“With the emphasis on preventing the spread of COVID-19, we don’t want our services to be lost,” said De La Cruz. “We knew we needed to find a way quickly to prevent a lapse in reaching people while they are already trying to get help.”

This is also an opportunity for patient-facing staff at the recovery facilities to add HIV testing and training to their pre and post counseling skillsets, which typically cover other risk factors in an overall treatment plan. DAP provides training for counselors in these settings, with the goal of changing lives and stopping the spread of HIV and STIs in the Coachella Valley.

Parking Lot Van Testing at DAP

We have parked our mobile testing van in the DAP lot and it’s open to provide continuous access to HIV, HCV and STI testing and treatment, plus access to PrEP and PEP. The DOCK is still open in our Green Clinic, but some of our clients feel better accessing services without entering a building. This is also a great way to get linked into primary medical and behavioral healthcare if needed. Why not have a chat in the fresh air with one of our specialists about your health? For more information, please call

DAP is still fighting the HIV, STI and HCV epidemics amid the COVID-19 crisis.

“We have increased our range of testing to fit our clients’ needs, whether it’s in the mobile clinic, The DOCK, and for specifically HIV, this self-test,” said C.J. Tobe, director of Community Health. “We will do whatever it takes to offer HIV, STI and HCV testing, and then link anyone to treatment immediately if they need it.”

What Is A Syndemic?

Together, HIV, HCV and STIs create a syndemic—a set of linked health problems that interact synergistically and exacerbate poor health outcomes.

For example, having an STD increases the likelihood of acquiring HIV.  Among people who are living with HCV and HIV, HCV progresses faster and more than triples the risk for liver disease, liver failure, and liver related death. These epidemics are also driven by similar social and economic conditions and disproportionately impact many of the same disadvantaged communities.

About End The Epidemics

The California HIV/AIDS Policy Research Centers, together with HIV, viral hepatitis, and STD community-based organizations across California, have launched a community-driven effort to inform development of a statewide plan to end the HIV, HCV, and STD epidemics in California. What makes this initiative innovative and unique – in addition to community leadership – is its ambitious goal of addressing these health conditions as a syndemic – a set of linked health problems that interact synergistically and exacerbate poor health outcomes. The syndemic approach differs from the biomedical approach in that it treats diseases concurrently and also addresses the social determinants of health that drive these epidemics. Drive-Up Services Expand COVID-19 Evaluations at DAP

Palm Springs, CA -- April 7, 2020 -- The COVID-19 Triage Clinic at Desert AIDS Project (DAP) announced it has added Drive-Up service for people who qualify for testing to be evaluated and swabbed for COVID-19 in their vehicles. With this approach, DAP hopes to reduce exposures to Coronavirus and divert potentially infected patients who are not seriously ill from emergency departments and doctor’s offices.

Telephone screening is required for Drive-Up service before coming to DAP. Call our COVID-19 hotline at (760) 992-0407 for more information.

Drive-Up service is part of DAP’s commitment to keep fighting on behalf of our community against COVID-19. Parked in designated spaces, clients remain in their cars while clinicians conduct all necessary testing and evaluation at the driver or passenger window.

By seeing clients with less severe symptoms this way, we are conserving space inside the COVID-19 Triage Clinic for people who need it most.

Currently, the COVID-19 Triage Clinic at Desert AIDS Project can serve approximately 20 clients per day. By adding Drive-Up service, the total number of clients the clinic serves will increase to approximately 40-50.

While staying home remains the safest plan for most who are ill, getting respiratory illness symptoms checked by a clinician is important, especially a dry cough or a fever of 100.4 or higher. The clients who will be served by Drive-Up Triage at DAP currently might not feel sick enough to ask to see a healthcare clinician.

“These are the folks who have been told to stay home with their symptoms,” said Dr. Christopher Foltz, director of COVID-19 Triage Clinic at DAP. “We don’t want to miss anyone.”

Drive-up service is also a good alternative for people who feel anxious about entering an indoor healthcare setting currently, but who want to keep themselves well and others safe during this health crisis. It’s also useful for people who don’t have symptoms but have had direct exposure to someone confirmed with COVID-19.
